Background

The project aims to protect the most vulnerable and marginalized children, including children with disabilities, in Somaliland from multiple child protection risks andharms by building a child protection system which will be truly owned by the communities but will also have a strong link to relevant national laws and policies e.g. the Child Rights Act, the National Plan of Action for Children, the Child Protection Policy and the Alternative Care Policy, and the envisaged formal structures envisaged by these normative frameworks.

The project’s approach will apply a bottom-up approach by ensuring that women/men and girls/boys themselves identify key child protection issues in their communities through participatory community dialogues, awareness raising sessions and child-led research. Communities’ capacities to identify and respond to potential risks of abuse, violence, harm and neglected will be a critical focus of the action. Work with religious leaders, influential people and with parents and caregivers will be important in order to catalyze community willingness to prevent and respond to child protection risks and concerns. As stated in the convention on the rights of the children article: 15. (1) States Parties recognize the rights of the child to freedom of association and to freedom of peaceful assembly. (2) No restrictions may be placed on the exercise of these rights other than those imposed in conformity with the law and which are necessary in a democratic society in the interests of national security or public safety, public order (order public), the protection of public health or morals or the Protection of the rights and freedoms of others. As enlighten in article 15 of CRC, establishment of child rights clubs is inherent rights of the children which has its own weight and children to be enjoyed as other rights of the children such as; education rights etc.

Establishment of child right groups/clubs play great role for participation rights of the children, this is because when children get access to meet each other they share their concern collectively. In addition to that establishment of child rights clubs empowers the children to claim rights collectively. In the light of this, establishment of child rights clubs is based on the convention on the rights of the children. Its process and platform that children get access to for establish their forums and counsels to share their concerns freely. Therefore, formation of child right clubs is very important work which require from us to give its respect and weight. Furthermore, establishment for child right clubs is right based approach because as stated article 13 children have right to form their organizations.
