Position description

Title: M&E Consultant

Duty station:  Hargeisa

Duration: 10 days

1.1.YOVENCO Background

 

YOVENCO was founded in 2001 by a group of young men and women with the aim of contributing towards the creation of a better protective environment for the disadvantaged groups and sustainable socio-economic development for all. In the past, our work mainly focused on the conservation and preservation of the environment. Following consultations with the beneficiary community and extended stakeholders, YOVENCO revised its vision and mission leading to an expansion of its scope of work and geographical coverage. It has since grown to become one of the largest youth-led local NGOs in Somaliland. Over the past ten years, YOVENCO has successfully delivered services in areas of emergency response, environment conservation, livelihood development, child protection, and child rights governance, social mobilization, water sanitation, and hygiene, Gender Equality and Women Empowerment (GEWE), and HIV&AIDS awareness. The currently on-going activities are multi-sectorial and integrate into both relief and development. Our program interventions largely target vulnerable children, youth, women, and the people living in IDP camps.

 

1.2.MANDATE AND SCOPE OF WORK

The mandate of YOVENCO is based on its overall goal, constitutional framework and the current legal context of Somaliland; thus, its scope of work and programmatic operations are aligned with the Somaliland National Development Plan (NDPII), Sustainable Development Goals (SDSs), Millennium Development Goals (MDGs) as well as other regional and global frameworks focusing on human rights, social development, environmental protection, and other related frameworks. Specifically, YOVENCO currently prioritized to work on the following thematic areas:

·Child rights and governance

·Livelihood and resilience building

·Education and skills development

·Women and youth empowerment

·Awareness creation on varied thematic issues including violence against children and women, HIV & AIDS, environmental degradation and drug/substance abuse etc.

·Environmental protection and conservation

·Water, sanitation, and hygiene (WASH)

 

2. Objective of the Assignment

With the aim of strengthening the quality of the programs/projects and the internal capacity of the YOVENCO staff implementing program/projects, the specific objectives of the consultancy are:

·To review current YOVENCO MEAL framework in order to collect and interpret valuable datato be used for program quality improvement;

·Enhance the capacity of the MEAL Task Team through the provision of MEAL to clarify their roles and responsibility

·Review and technically advice the MEAL team in reviewing the internal MEAL process and reporting

·Involve the necessary team members in the review and revision process of the existing framework.

 

3. Expected Outputs / Deliverables

1)Reviewed MEAL framework including annual targets and indicator monitoring tools available

2)Comprehensive MEAL framework is available including mechanism for data/collection/updating and feedback mechanism

3)Capacity gaps of MEAL Task Team and other program staff identified, developed and strengthened.

4)Review all agencies existing MEAL system, forms, tools and jointly with the MEAL Task Team, assist in simplification and harmonization of MEAL tools.

5)Guidelines on review of internal MEAL processes (including monitoring tools and accountability feedback systems) and reporting developed.

6)Compiled report of the MEAL system development process is produced

 

4. Timeframe and Management

4.1.Timeline

Consultants are expected to produce the following by the suggested completion date.

4.2.Management

The assignment will be carried out under the overall guidance of the YOVENCO executive director. The consultant will also work closely with the MEAL team to ensure agreed tasks are delivered as per the agreed deadline and standards.

 

5. Required Skills and Competencies:

·Experience with MEAL processes, systems, and procedures.

·Master’s degree, or higher, in economics, business administration, statistics, social sciences, or a related field, is required.

·Experience in conducting and facilitating similar processes with top NGOs.

·Proof of previous work with youthful organizations.

·Knowledge and experience of using participatory approaches and innovative facilitation techniques.

·Strong analytical skills.

·Good interpersonal skills and the ability to negotiate shared positions.

·Excellent communication skills and fluency in English as well as a strong understanding of the development and youth needs and issues in Somaliland.
